Just at chest height I guess - but it's just bit mental to start threatening people with 'the authorities' at the doctor's surgery!

Lol. There'll be adverts on TV soon defending the parents: "has your child been involved in a telephoning accident in a public place that wasn't your fault? Call this number for your no win no fee case against those who left the telephone lying around"

I know -- we live in the 'People's Republic' but this is ridiculous -- I wonder what charge they could bring against the parents? 'Failing to prevent a minor from misusing a telephonic device in a public space' perhaps?
